Panchkula: Junior engineer claims he was bullied by advisers, counter-complaints filed

A young engineer from Panchkula Municipality claimed on Friday that he was bullied by an elected councilor from the civic body over the issue of development works. The engineer claimed that he was injured after the alleged fight that took place at the office of the municipal commissioner. The regional councilor in question, meanwhile, alleged that it was the engineer who had caused the whole incident.

Police say two congressional aides have already been booked in the case over the complaint filed by junior engineer, Rohit Saini (24). Councilors also filed a complaint with the Sector 14 Police Station which had not been converted to an FIR at the time of this report. Sector 44 SHO Police Station Inspector Ram Bhagat was unavailable for comment on the matter.

The accused congressional aides named in the FIR were identified as Pankaj Valmiki of Ward 6 and Akshay Chaudhary of Ward 17, along with others, were convicted under Sections 148 (rioting, armed with deadly weapon) , 149 (unlawful assembly), 186 (obstructing an official in the performance of his public duties), 332 (willfully causing injury to deter an official from performing his duties), 353 (assault or criminal force to deter an official from discharging his duties), 427 (mischief causing damage in the amount of fifty rupees) and 506 (criminal intimidation) of the Indian Penal Code at Sector 14 Police Station.

The junior engineer, Rohit, suffered head injuries in the scuffle and received three stitches to his head.

Saini in his complaint said that around noon, the Deputy City Commissioner, Deepak Sura, called him to his office where the two Congress councilors, Pankaj and Akshay, and the BJP councilor for ward number 4, Jai Kaushik, were already present.

“I was talking to Akshay about a developmental issue when Pankaj suddenly cut me in the middle. He said, ‘terko naukri mai sikha deta hu’. I then just asked him who he was because I had never seen before and did not know him. At this a heated argument ensued and he misbehaved with me. The deputy commissioner then asked us to leave the office and wait in the commissioner’s office. I obeyed but within five minutes Akshay and Pankaj along with 4-5 others reached the commissioner’s office and started beating me Pankaj attacked me with a sharp object and I suffered a cut to the head. The others beat me while ransacking the commissioner’s office,” Rohit told The Indian Express.

When contacted, Councilor Pankaj refuted all allegations and instead said it was Rohit’s fault that led to the altercation.

He said, “We only questioned the junior engineer about his lack of cooperation in development work in our neighborhoods. I asked him why you get a salary if you don’t want to work. In response, he said ‘Who are you? I have seen many advisers like you. He didn’t stop there. He got up and grabbed me by the neck. I informed the mayor and senior congressional leaders of the incident. He then went to the commissioner’s office. During this time, our party leaders arrived on the spot. We asked him to come out and apologize for his behavior. When we walked inside, he threw the landline phone at me. Since he didn’t stop, it turned into a fight between us.

The councilor also alleged that the junior engineer made caste remarks against him.

The councilor lodged his complaint at the police station of sector 14. But the police have not yet taken any action on this matter.
